The policy of sanitation of Meiji government oriented modern beauty. The introduction of the concept of sanitation brought three types of eyes to form beauty standard among Japanese people. The first is the comparative sight between cultures of Japan and the other countries. Especially for the state of sanitary and infectious diseases ranks Japan in the advanced countries or not. The second is the comparative sight between individuals. Such as the exhibition of sanitation the government educated people to get advanced modern life and body. This eyes brought the mechanism to know one's own position in the society to compare oneself with the others. The result of this education and the spread of the concept of the individual, made the third type of the eyes, the inner eyes of each person, which restricts our behavior. These three eyes have been applied to our modern beauty behavior. After the high economic growth, which had extended beauty industry, at the end of the 20th century the beauty behavior had become entirely personal daily action and now we live in the society, that one is responsible for one's own health and beauty. As they speak the 'Plastic Body'. Now we can transform our own body to any form by our own will. Furthermore the range of people, who is evaluated as beauty and who takes the action of beauty had been long time only the women suitable for marriage, has got over the limit of sex until the end of the last century, and the range about the age is going to wider and wider. In this trend we can clearly see the feature of the body: nothing is more clearly to recognize than the transformation of the body. Then which way we shall go in the future in the action of beauty? We can use mass media to change the eyes to the body, considering how strong force the mass media has had at the penetration and shape the standard of beauty. We should circulate various image of human body without any beauty ranking.
